CONSTITUTION OF THE COLORADO-WYOMING CHAPTER OF THE AMERICAN STATISTICAL ASSOCIATION
Article I - Name This organization shall be known as the Colorado-Wyoming Chapter of the American Statistical Association. Article II - Purpose The purpose of this organization shall be to foster in the broadest manner statistics and its applications and promote unity and effectiveness of effort among all groups in the area having, an interest in or being concerned with statistical problems. Membership in, or holding of office in the organization shall in no way be considered as consisting of, or carrying responsibility or liability of a business partnership. Article III - Membership and Dues The membership of this Chapter shall consist of two categories: Annual dues shall be payable according to schedules and procedures established by the Chapter. Article IV- Officers The officers of the organization, who shall be members of both the National Association and Local Chapter, shall be a President, a President-Elect, a Secretary, a Treasurer, a Newsletter Editor, and an ASA Chapter Representative. Terms of office of the President and President-Elect shall be one year, with the President-Elect becoming President following his/her term as President-Elect. Terms of the Secretary and Treasurer shall be two years, with one office being, vacated each year so that terms of office are staggered. The term of the Newsletter Editor shall be three years. The term of the ASA Chapter Representative shall be determined by the Association. In addition, the President may appoint the officer position of Web Master. The Web Masters term shall be at the discretion of the President. The Executive Committee shall appoint a Nominations Committee chaired by the President-Elect prior to the last meeting, of the year. At the last meeting of the year, the Nomination Committee shall nominate at least one candidate for President-Elect. The nominations committee shall also nominate at least one candidate for Secretary in even-numbered years and Treasurer in odd-numbered years, and at least one candidate for newsletter editor every third year. The Nominations Committee shall determine from each nominee his/her willingness to serve, if elected. Nominations from the floor shall be entertained for all offices. If any officer does not fulfill the responsibilities of his/her office, he/she may be replaced by a unanimous vote of the other members of the Executive Committee. Election of officers shall be prior to June 30 and shall be by mail ballot. The ballots shall be sent to the membership at least three weeks before the results are tabulated. The President shall appoint a ballot committee of at least three people to count the ballots. All ballots shall be counted at the same time. In the event that there is only one nominee for each office, elections shall be confirmed by voice vote at the last chapter meeting of the year, in place of mailed ballots. The last chapter meeting is usually the spring meeting. The President shall fill by appointment any vacancy which may occur in any office between elections. Article V - Committees The committees of the organization shall consist of an Executive Committee, a Ballot Committee, a Nominations Committee, and other special committees as may be appointed by the President. Chairpersons and members of the committees shall be appointed by the President and shall serve until their successors are appointed. The Executive Committee shall consist of elected and appointed officers. The Executive Committee shall meet at least twice a year. The President shall call all meetings of the Executive Committee. Article VI - Meetings The Chapter year shall begin July 1 and end the following June 30th. There shall be three or more regular meetings. The President shall call the regular meetings of the Chapter. Officers shall be elected prior to June 30 of each year to serve a term of office beginning July 1. Except as specifically modified by the Chapter Constitution, Roberts Rules of Order shall be in effect at all assemblies. Article VII - National Constitution Any and all provisions of the Constitution of the American Statistical Association shall be considered to take precedence over this chapter's constitution included herein for use where applicable and necessary. Article VIII - Duties of the Officers President: President-Elect: Secretary: Treasurer: ASA Chapter Representative: Newsletter Editor: Web Master: To maintain the Chapter's homepage on the World Wide Web. Article IX - Amendments This Constitution may be amended by an affirmative 2/3 (two thirds) of the respondents to a mail ballot of the chapter members. Balloting, for constitutional amendments shall be conducted as described in Article IV for election of officers. Article X - Dissolution In the event of a dissolution of the Colorado-Wyoming, Chapter, the officers shall, after paying or making provision for payment and discharge of all of the liabilities of the Colorado-Wyoming, Chapter, distribute all of the remaining assets of said Chapter to the American Statistical Association exclusively for charitable, scientific, literary, and educational purposes.
