Information About The Job:
DUTIES: This position supervises the Division of Workers'
Compensation (DOWC) Research & Statistics unit, including allocating
resources and determining guidelines for the agency's creation of
statistics and research reports. The position manages the unit's budget
and supervises the work of three professional statistical analysts, an MD
MPH researcher, and a program assistant. Supervision includes
establishing standards, completing performance evaluations, and issuing
corrective actions, as well as reviewing subordinates' assumptions, data
quality procedures, analytic processes, pilot data, and conclusions for
accuracy, clarity and consistency. In addition to supervision, this
position contributes direct statistical analyses. Some annual tasks of
the unit include the update of the DOWC's medical fee schedule, the
Work-Related Injuries in Colorado publication, a study of closed claims,
and the updates for the DOWC program evaluation measures used in the
strategic plan. Most data is extracted from the DOWC's extensive
mainframe custom applications that are written in Adabase Natural, while
most statistical analyses are created using pc-based SPSS. The position
acts as the liaison between the unit and outside customers, being
responsible for developing, writing and reviewing final reports for
non-technical audiences.
REQUIREMENTS: Graduation from an accredited college or university with a
bachelor's degree in statistics, statistical analysis, mathematics,
economics, demography, research design and methodology, or a social
science with an emphasis in research methods; AND two years of research
experience with primary responsibility for designing and implementing
research projects AND two years of PC statistical application experience,
with skill in the use of SPSS PC+, SAS or a comparable software
application (a total of four years of relevant work experience).
Applicants must successfully undergo a criminal background investigation.
DESIRED SKILLS: An advanced degree with a research emphasis is strongly
desired. Supervisory experience of professionals is also preferred.
Experience with SPSS, SAS, or a comparable software application, or
knowledge of Adabase Natural, is considered particularly relevant, as is
experience with workers' compensation.
SUBSTITUTION: A combination of work experience in research, statistical
analysis, and/or demography, which provided the same kind, amount and
level of knowledge acquired in the required education may be substituted
for the bachelor's degree. A master's or doctorate degree with a
research emphasis requiring significant statistical analysis may be
substituted for the bachelor's degree and one year of the required work
experience.
